- Distribution Technician
Description
The purpose of this position is to install and maintain all water mains, valves, fire hydrants, service connections and concrete work; and clean up and restore job sites after installation or maintenance is complete and to operate heavy equipment as assigned in the completion of that work.
Pay Range from $22.49
Essential Functions

Distribution Technician Levels 1-11:
o Takes the necessary precautions to protect WaterOne employees and the public at all work sites and takes the necessary precautions to ensure the safety of WaterOne’s water supply.
o Installs, repairs, replaces, relocates, and maintains water mains and appurtenances.
o Operates, installs, maintains and repairs fire hydrants and valves.
o Repairs and relocates service lines, meter pits and setters. Installs and relocates meters.
o Makes water main taps and tie-ins. Restores and cleans up job sites.
o Operates heavy trucks and vehicles.
o Maintains truck inventory and services, repairs, or replaces equipment and tools assigned to truck.
o Keeps trucks and equipment clean and well organized.
o Reads and interprets WaterOne maps. Uses GIS mapping system, computer, and plotter.
o Locates and records ties on new and existing valves, hydrants, fittings and pipes manually and using GPS equipment.
o Performs tests on branch valve, flushes hydrants and runs pressure tests on fire hydrants to determine proper working condition of hydrant. Records inspection information and uses electronic devices to record and download data.
o Operates hand and power tools and other equipment at work sites.
o Operates electromagnetic line and valve box locating equipment. Marks location of existing distribution mains, services and transmission mains for contractors, cities and other excavators to avoid damage to the Distribution System.
o Participates in leak detection activities. Operates correlator and other electronic listening devices and leak detection equipment.
Levels 7-11:
o Operates construction equipment in a safe and prudent manner.
o Performs minor mechanical repairs and adjustments.
o Fuels, lubricates and services equipment at recommended intervals.
o Maintains equipment log daily.
o Apply all safety rules and practices regarding use of equipment and trenching.
o Set up equipment and operate in a fashion to minimize damage to surroundings.

Required Education & Experience
Distribution Technician Levels 1-11
o High school diploma or GED.
o California State University Sacramento (CSUS) Distribution Operator Certification or must be obtained within 18 months of employment.
o Ability to obtain a Grade I Distribution Operator Certificate.
o Possession of a valid Class A CDL with tanker and air brakes endorsements or ability to obtain within the first 90 days of employment.
o Ability to operate various types of heavy vehicles in a safe and proficient manner in all types of traffic conditions.
o Ability to continuously meet WaterOne driving standards.
Levels 7-11
o Ability to obtain Class II Distribution Operator Certificate.
o Demonstrates ability to operate all types of heavy equipment used by District in a safe and proficient manner.
Required Knowledge, Skills, and Abilities
Ability to use hand and power tools and in the operation of mechanical equipment.
Responsible person of high integrity that can work well with customers.
Requires ability to perform heavy manual labor in all weather conditions.
Meets departmental/divisional attendance, emergency call out, and overtime expectations.
Ability to maintain good working relationships with peers, supervisors, management and customers. Ability to be goal oriented, work with minimum supervision and have a customer service-oriented attitude.
Ability to understand utility locates provided by other utility companies and be able to physically locate utilities with hand tools during excavation.
Ability to understand and operate electronic line locating equipment and leak detection equipment.
Ability to learn and become knowledgeable about the WaterOne distribution system and the tools and materials used in construction and maintenance of the distribution system.
Ability to read and understand maps and blueprints on paper and in electronic format.
Knowledge of trench safety and ability to install proper shoring. Ability to recognize hazards and recommend measures to mitigate hazards.
Ability to work in confined spaces and to have knowledge of hazards associated with such work. Ability to operate and understand air monitoring equipment.
Basic knowledge of work zone traffic safety and the ability to install warning devices to provide a safe working zone.
Good verbal and written communication skills in English and the ability to read and to follow oral and written instructions to communicate with customers and co-workers in emergency situations. Must be a good listener.
Good computer skills and the ability to become proficient with software used at WaterOne.
Maintains accessibility via telephone and respond at any time for emergency call-out work during off-hour periods. Availability to work overtime as required and be willing to work irregular hours
Ability to successfully complete a pre-employment drug screening and background verification in accordance with WaterOne standards. Must submit to random drug and alcohol testing as required.
Preferred Qualifications
Post high school education in construction technology or related field.
Two years of experience in construction and maintenance.
Bilingual.

An employee in this position may lift or move up to 5 pounds constantly, 10 pounds frequently, 20 pounds occasionally and 40 pounds rarely. and 10 lbs. rarely. Employees in this position will constantly work in outdoor weather conditions. Outside working conditions are dependent on the weather, which involves extreme heat (above 90 degrees) in the summer and cold in the winter (below freezing). Some work may be in non-heated and non-air-conditioned structures. Employees in this position may also perform field assignments in poor weather and driving conditions and tolerate noise levels that are generally minimal but may be excessive for brief periods of time (hearing protection is provided).
The position requires the ability to remain in a stationary standing or sitting position for several hours at a time, as well as the ability to stoop, kneel, or crouch as needed. The role involves constant operation of computers and other office productivity equipment, including copy machines and telephones, and may require assistance with the installation, inspection, removal, or repair of various items. Employees must be able to move through elevators, stairways, ramps, and rough terrain, as well as ascend and descend ladders to work on equipment, including water towers and other elevated structures. The position requires frequent movement between locations, tolerance for operating vibrating equipment, and the ability to detect leak sounds both with and without amplification devices. It also involves the use of electromagnetic locating devices and the ability to wear personal protective equipment while navigating construction sites. Additionally, employees must be capable of wearing and using both air-purifying and air-supplied respiratory protection and may need to operate machinery such as floor-care equipment. Finally, the role requires specific visual abilities, including close and distance vision, color vision, depth perception, the ability to distinguish colors, and the ability to adjust focus.

Necessary personal protective equipment and tools are provided to perform job duties effectively and safely and must be used when required. Employees may be exposed to various environmental factors such as chemicals, noise from machinery, and fluctuating temperatures.
