Description
ESSENTIAL FUNCTIONS:
This class specification lists the major duties and requirements of the job and is not all-inclusive. Incumbent(s) may be expected to perform job-related duties other than those contained in this document and may be required to have specific job-related knowledge and skills.
- Plans, organizes, assigns, supervises, reviews and evaluates the work of assigned staff, normally through subordinate supervision.
- Develops and implements goals, objectives, policies, procedures and work standards for the department; prepares and administers the department's budget.
- Contributes to the overall quality of the department's customer service provision by developing and coordinating work teams and by reviewing, recommending and implementing improved policies and procedures.
- Selects staff; trains staff and provides for their professional development; administers discipline as required.
- Monitors need for and plans, develops and implements specific types of services to meet the goals of Melrose Center in regards to Technology, Innovation and Creativity; works closely with staff to understand trends in the areas of audio and video production, graphic design including game development, photography and the associated technologies of the FabLab (3-D design, coding and robotics).
- Oversees operations of the Dorothy Lumley Melrose Center for Technology, Innovation, & Creativity including the development and regular review of usage and access policies.
- Works with the Instructional Technology Specialists and subject matter experts in the Melrose Center to develop training for the public that promotes their ability to fully and independently, the resources of the Center.
- Represents the Melrose Center and the Orange County Library System at networking events and through appearances such events to promote recognition and use of the Center and the Library overall; works with Community Relations to create marketing collateral to promote the services of the Melrose Center.
- Ensures that the Melrose Center equipment is in proper working order and report the requirement for repair or service.
- Recommend requirements for new or additional equipment to enhance training opportunities for the Melrose Center and the system as a whole.
- Recommend to and responds to requests from other Departments and Branches regarding opening access to services offered in the Melrose Center though out the system.
- Provides leadership in maintaining and communicating knowledge of the Library's collection, policies and procedures, programs, events and activities, changes in the Library System and use of library resources, including the Internet connections, online databases and other computer resources.
- Ensures that staff provides patrons with effective customer service and training in the Melrose Center, monitor compliance with library policies and departmental practices, resolve escalated customer issues.
- Participates in project assignments to study issues related to the operation of the Library including training and staffing practices and policies.
- Tracks data and prepare a wide range of reports and documentation related to departmental activities, payroll and other operating issues.
- Directs the maintenance of accurate records and files and prepares a variety of periodic and special reports and correspondence.
- Drives a motor vehicle to attend meetings and visit various work sites. Monitors developments, trends, equipment and practices in the field of technology training; gathers information and develops alternatives.
- Demonstrates courteous and cooperative behavior when interacting with public and staff; acts in a manner that promotes a harmonious and effective workplace environment.
Requirements
Required Certificates, Licenses, and Registrations:
Valid Florida Driver’s License.

- Applicable laws, codes and regulations.
- Administrative principles and practices, including goal setting, program development, implementation and evaluation, and budget development and implementation.
- Principles and practices of employee supervision, including selection, work planning, organization, performance review and evaluation, and employee training and discipline.
- Principles and practices of developing teams, motivating employees and managing in a team environment.
- Concepts, principles and procedures of training and development administration. Computer applications related to the work.
- Standard office practices and procedures, including filing and the operation of standard office equipment.
- Correct business English, including spelling, grammar and punctuation.
Required Skills:
- Administering programs and staff through subordinate supervision.
- Training others in policies and procedures related to the work and providing for their professional development.
- Developing effective work teams and motivating individuals to meet goals and objectives and provide customer services in the most cost effective and efficient manner.
- Overseeing broad-based technology training program and services.
- Effective provision of training to large and small groups. Preparing and interpreting a variety of documents, including contract specifications, sketches, diagrams and written reports and correspondence.
- Using initiative and independent judgment within general policy guidelines.
- Establishing and maintaining effective working relationships with those contacted in the course of the work. Interpreting, applying and explaining complex policies, codes and regulations; setting priorities, coordinating multiple activities and meeting critical deadlines.
