Douglas County PUD is seeking a highly skilled SCADA Programmer to support and enhance our missioncritical control systems. This role plays a key part in ensuring the reliability and integrity of our SCADA environment while collaborating with teams across the utility to support safe and dependable electric system operations.

The successful incumbent for this position will be hired within an annualized salary range of $123,845 – $152,955, depending on qualifications for the position. The maximum in this pay scale is $182,065. Candidates with at least 5 years of highly relevant utility SCADA experience may be considered for a starting salary above the midpoint ($152,955) up to $162,658.
Position Summary:
The SCADA Programmer is responsible for operations, support, and maintenance of Douglas County PUD’s SCADA system, as well as providing high level technical support for other mission-critical systems used for monitoring and controlling the transmission and distribution electric power system.
Essential Functions:
- Administer, program, and maintain the District’s SCADA system.
- Provide technical expertise and training to Technicians on the SCADA system.
- Prepare and review SCADA end user training documents.
- Work closely with District Software Developers to support the Energy Accounting System and end-of-hour accounting system.
- Maintain operating processes to ensure the District’s Backup Control Center is consistent with the Primary Control Center.
- Maintain and troubleshoot Inter-Control Center Protocol (ICCP) data links.
- Support departments with data queries and data quality troubleshooting.
- Provide day-to-day and after-hours SCADA technical support to System Operators.
- Perform reviews and document evidence relating to NERC compliance.
- Support the District’s mission and value statements in the performance of job duties.
- Work respectfully and cooperatively with diverse groups of people and maintain professional interactions at all times in the workplace.
- Ensure compliance with all District policies.
- Adhere to the District’s Safety Policy and Procedures.
- Operate District vehicles that may be equipped with a GPS device that monitors vehicle location while conducting business on behalf of the District.
- Other duties as assigned.
Due to the nature and scope of the essential functions, the importance of personal interactions between this position, employees, customers, and other members of the public, and the availability of job-related tools, equipment and resources at work, performance of the essential functions requires regular, consistent, on-site attendance while working independently and with others.
Requirements
Required Knowledge/Skills/Abilities:
- Knowledge of principles and practices related to SCADA systems. Advanced skill level in SCADA programming.
- Good understanding of Transmission and Distribution System operations.
- Knowledge of the ICCP protocol used in the sharing of data between control centers.
- Knowledge of the DNP3 protocol used for substation automation.
- Skilled in analyzing and solving complex problems.
- Familiarity of NERC reliability standards.
- An ability to display sound judgement, competence, and accuracy in all facets of work.
- Ability to communicate effectively, both verbally and in written form.
- Proficiency in Microsoft Office applications and the ability to learn, evaluate, and implement new technologies or tools to improve processes, streamline work, and support organizational efficiency.
Education and Experience:
Bachelor’s degree in computer science, engineering, or other closely related field and at least 5 years relevant work experience in the area of SCADA and power systems. Four years of additional equivalent experience may be substituted for the required degree.

Physical Requirements:
This position is primarily performed in an office setting and requires the ability to perform the following physical activities with or without reasonable accommodation. Continuously requires vision, hearing, twisting, and talking. Frequently requires standing, fine dexterity, sitting, and handling. Occasionally requires walking, lifting, carrying, reaching, kneeling, pushing/pulling, bending, and crouching. Rarely requires climbing.

In accordance with the North American Electric Reliability Corporation (NERC) standards, Douglas County Public Utility District #1 conducts post-offer background screening of personnel who have access to the District’s critical physical and/or cyber assets.
