Position Summary
TPA & Payer Solutions is seeking a Senior Manager, IT Operations - Technical Health to lead a technical health program focused on improving the stability, security, resiliency, and end-user experience of critical technology platforms. This is an individual contributor role responsible for driving continuous improvement through proactive technical health assessments, remediation planning, execution oversight, and cross-functional coordination.
This role will lead efforts across operating system upgrades, database upgrades, software upgrades, security vulnerability remediation, and application/platform health monitoring. The person in this role will partner closely with engineering, infrastructure, database, security, and business teams to reduce operational risk, improve platform currency, and strengthen the reliability of systems that support TPA & Payer Solutions.
Success in this role requires strong operational judgment, the ability to influence across technical and business teams without direct authority, and a clear commitment to keeping the end-user experience front and center. This leader should also model CVS Health Values by demonstrating accountability, caring, purposeful innovation, and a strong focus on safety and quality in how work gets done.
Key Responsibilities
Own and mature the Technical Health program for TPA & Payer Solutions, including governance, prioritization, reporting, and continuous improvement roadmaps
Lead planning, coordination, and execution oversight for operating system upgrades, database upgrades, and software upgrades across on-prem environments
Drive security vulnerability remediation programs by partnering with security and technical teams to assess risk, prioritize work, track remediation progress, and communicate outcomes
Monitor and improve application and platform health, including general use of observability and application performance monitoring concepts to identify trends, risks, and improvement opportunities
Identify systemic issues and opportunities to reduce toil, prevent incidents, improve resiliency, and strengthen operational discipline across the environment
Establish and maintain technical health metrics such as patch posture, upgrade currency, vulnerability exposure, performance indicators, and reliability trends
Translate technical health and platform risk into clear business impact for senior business leaders, enabling informed decisions and prioritization
Provide executive-ready updates on health trends, remediation progress, dependencies, risks, and recommendations
Partner across engineering, infrastructure, database, security, and support teams to drive coordinated action and sustained follow-through
Keep customers, colleagues, and end-user experience front and center when evaluating priorities, sequencing work, and communicating tradeoffs

Required Qualifications
7+ years of experience in IT operations, technical program leadership, production support, platform health, infrastructure operations, or related enterprise technology environments
Broad understanding of infrastructure and application landscapes, with the ability to make sound technical recommendations and drive operational and process improvements
Experience leading complex, cross-functional initiatives such as operating system upgrades, database upgrades, software currency efforts, vulnerability remediation programs, or technical health initiatives
Working knowledge of vulnerability management, patching, operating systems, databases, software lifecycle management, and application performance monitoring concepts
Strong stakeholder management skills and the ability to communicate complex technical topics clearly and credibly to both technical teams and senior leaders
Demonstrated ability to prioritize competing work, manage risk, and maintain momentum across multiple dependencies
Strong written and verbal communication skills, including experience preparing clear status reporting and executive-facing summaries
Demonstrated focus on quality, risk reduction, and end-user impact in operational decision-making
Preferred Qualifications
Experience working in regulated, compliance-aware, or highly controlled environments
Familiarity with incident, problem, and change management disciplines
Experience supporting large-scale on-prem platforms with legacy and modern dependencies
Experience building or maturing governance, reporting, and continuous improvement practices across operational programs
Experience partnering with business stakeholders to align technical health priorities to customer, operational, and business outcomes
Healthcare, payer, or TPA domain experience
Education
Bachelor's degree or equivalent work experience
Pay Range
The typical pay range for this role is:
$67,900.00 - $182,549.00
This pay range represents the base hourly rate or base annual full-time salary for all positions in the job grade within which this position falls. The actual base salary offer will depend on a variety of factors including experience, education, geography and other relevant factors. This position is eligible for a CVS Health bonus, commission or short-term incentive program in addition to the base pay range listed above. This position also includes an award target in the company's equity award program.
