Description
Purpose Statement:
The job of Payroll Specialist was established for the purpose/s of overseeing the processing of payroll, ensuring the accuracy and timelines of payroll data, reporting and generating payroll warrants and ACH deposits in accordance with established district, state and federal requirements and providing up-to-date documentation for review and audit.
Essential Functions
Administer payroll practices utilizing diverse procedures and program requirements for the purpose of ensuring compliance with established guidelines.
Analyze a variety of payroll related information for the purpose of ensuring accurate distribution of funds and payroll.
Assist other personnel for the purpose of supporting them in the completion of their work activities.
Coordinate with payroll staff for the purpose of ensuring timely and accurate payroll processing.
Maintain a variety of payroll information, files and records for the purpose of providing an up-to-date reference and audit trail for compliance.
Monitor assigned payroll activities and/or program components for the purpose of coordinating activities and ensuring compliance with established financial, legal and/or administrative requirements.
Monitor federal and state publications for the purpose of ensuring district compliance with tax, wage and program changes.

Oversee a variety of processes for the purpose of compliance within district, state, and federal mandates.
Prepare reports, filings, correspondence and other written materials for the purpose of providing written reference and/or complying with district, state and federal requirements.
Process a variety of information and communication for the purpose of documenting and disseminating information to the appropriate parties.
Process payroll information for the purpose of updating and entering data into the payroll system.
Proficiency in various vendor, state, federal, county and district software systems (including learning new features, enhancements and updates) for the purpose of reconciling payments, filing reports and maintaining current employee and employer information.
Provide security and support for employees for accessing and navigating through district website software systems for the purpose of obtaining personnel and payroll information.
Reconcile audit and compliance issues directly with state and federal personnel related to annual audits (e.g. WA State Auditor’s office, Employment Security, L&I, etc.) for the purpose of providing information.
Reconcile reports for the purpose of ensuring accuracy of information prior to processing.
Research discrepancies of payroll information and/or documentation for the purpose of ensuring accuracy and adherence to procedures prior to processing.
Respond to written and verbal inquiries for the purpose of providing information and/or direction.
Requirements
Skills, Knowledge and Abilities
SKILLS and required to perform multiple, technical tasks with a need to occasionally upgrade skills in order to meet changing job conditions. Specific skill-based competencies required to satisfactorily perform the functions of the job include: applying district, state, and federal policies and regulations, operating standard office equipment; performing standard bookkeeping/accounting procedures; preparing and maintaining accurate records; and utilizing pertinent software applications.
KNOWLEDGE is required to perform basic math, including calculations using fractions, percents, and/or ratios; read technical information, compose a variety of documents, and/or facilitate group discussions; and solve practical problems. Specific knowledge-based competencies required to satisfactorily perform the functions of the job include: accounting/bookkeeping principles.
ABILITY is required to schedule activities, meetings, and/or events, routinely gather, collate, and/or classify data; and use basic, job-related equipment. Flexibility is required to independently work with others in a wide variety of circumstances; work with data utilizing defined but different processes; and operate equipment using defined methods. Ability is also
required to work with a wide diversity of individuals; work with a variety of date; and utilize specific, job-related equipment. Problem solving is required to analyze issues and create action plans. Problem solving with data frequently requires independent interpretation of guidelines; and problem solving with equipment is limited. Specific ability-based competencies required to satisfactorily perform the functions of the job include: communicating with diverse groups; meeting deadlines and schedules; maintaining confidentiality; working with constant interruptions; and working with detailed information/data.
