- Payroll/Benefits Specialist
Description
POSITION GOAL:
To formulate, determine and implement district payrolls, benefit processing, payment of insurance premiums, government reporting, unemployment information, negotiations, and budget in an accurate and timely manner. Performs business and administrative support duties to advance District goals and objectives.
ESSENTIAL JOB FUNCTIONS:
1. Payroll Processing: Coordinate and performs all payroll business operations, including receiving, computing, and processing payroll. Verifies all amounts before and after payments are processed. Processes employee checks and direct deposits.
2. Benefit Administration: Coordinates and processes data for the district health insurance program, pays insurance premiums, processes employee benefit changes, and reconciles billing.
3. Timekeeping and Record Maintenance: Maintains paper and electronic timekeeping systems, ensuring accurate and timely submission of payroll records. Maintains organized payroll and benefit records.
4. Tax and Pension Reporting: Prepares tax forms (such as W-2, W-4, and quarterly filings) and electronic tax reports. Prepares reports and checks for proper agencies covering all deductions including 403(b)’s, WRS, and state retirement.
5. Leave and Absence Administration: Assists in recording staff leaves and absences. Prepares payroll and benefit calculations for employees on FMLA, worker’s
compensation, short- and long-term disability, or COBRA.
6. Staff Support and Communication: Organizes, explains, and collects payroll and benefit information for new hires and retirees. Annually coordinates and communicates open enrollment and other required employer notices.
7. Financial Planning and Audits: Prepares audit documents. Develops and monitors short- and long-range planning for the Payroll Department. Prepares estimates for negotiation strategy, development, and implementation.
8. Reporting and Data Handling: Generates reports from bi-weekly payrolls and organizes pertinent data into useful formats. Responds to internal and external inquiries in a timely manner.
9. Team Integration: Serves as a cross-trainer and backup for business office staff.
10. Perform such other duties as may be assigned by the Director of Finance.
Requirements
Education and Experience
1. High school diploma required; associate or bachelor degree preferred.
2. Experience with payroll, accounts payable, administrative assistance, or other job-related experience preferred.
3. Alternate qualifications as deemed acceptable by the Board of Education.
Technical Skills
4. Strong computer skills and experience with financial software (Skyward), Microsoft Office Suite, and Google Workspace.
5. Knowledge of school payroll processes, procedures, and audit requirements.
6. Understanding of accounting principles, including general accounting procedures, reconciliation of accounts, and Wisconsin Uniform Financial Accounting Requirements (WUFAR) coding.
7. Knowledge of requirements for W-2, W-4, quarterly tax filing, sales tax and associated reports.
8. Knowledge of state and federal Family Medical Leave Act (FMLA) and Fair Labor Standards Act (FLSA) standards.
9. Ability to manage benefit plan changes, including Wisconsin Retirement System (WRS), process employee changes and reconcile billing.
10. Knowledge and ability to use business English, spelling, composition, and grammar.
11. Ability to operate all general office equipment and technological devices associated with the position.
