- Senior Compensation Analyst
Description
The City of Virginia Beach Human Resources Department is seeking an analytical and collaborative professional to serve as a Senior Compensation Analyst with a primary focus on compensation and total reward analysis. This position plays a critical role in supporting City reward related programming by analyzing market data, providing salary structures oversight and recommendations for improvement, and serving as centralized SME for HR leadership and organizational stakeholders.
The ideal candidate will bring strong technical skills, experience working with Workday (or comparable system), and the ability to translate large data sets into actionable outcomes. This role reports to the Director of Human Resources-Talent and Workforce Development. This position works directly with other HR Business Partners (HRBPs), technology partners, departmental liaisons, and various other stakeholders in support of equitable and competitive compensation and total rewards practices.
Representative duties include, but are not limited to:
- Conducting complex labor market analyses, including job pricing, market benchmarking, and internal equity reviews to ensure competitive and fiscally responsible pay programming and pay practices
- Participating in and analyzing salary surveys and total rewards programming to ensure competitive structure, policies and practices
- Assisting with the development and refinement of compensation programs and related policies
- Performing regression analyses and statistical modeling to support pay equity, salary structure design, and compensation recommendations
- Designing and maintaining pay structures (step, open range), pay grades and job classifications; recommending adjustments as needed
- Working with other HRBPs in appropriately establishing new classifications within the pay structure; reviewing existing classifications for appropriate placement based on internal equity factors and market competitiveness
- Ensuring compliance with FLSA, state wage laws, and related compensation/total reward requirements; recommending policy updates as applicable
- Collaborating with Finance and Budget Offices on salary projections and position control
- Maintaining and analyzing compensation data within HRIS systems (e.g., Workday or similar platforms)
- Preparing compensation reports, dashboards and workforce analytics; developing executive level dashboards and reports
- Analyzing trends in turnover, compression, retention, etc.; effectively communicating findings to HR leadership
- Modeling financial impact of salary increases and incentive programs, supporting annual budget development process
- Creating and analyzing various HR and compensation reports to identify trends and provide data-driven insights for strategic decision making
- Supporting regulatory audits and responding to related inquiries
This position offers a hybrid work schedule with a combination of in-office and remote work.

Requirements
MINIMUMS:
Bachelors degree in human resources or related field and four (4) years of experience utilizing the knowledge, skills, and abilities associated with such positions as human resources business partner, specialist, or generalist OR an equivalent combination of education (above the high school level) and/or experience equivalent to eight (8) years in fields utilizing the knowledge, skills, and abilities associated with this position.
SPECIAL REQUIREMENTS:
All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.
PREFERENCES:
- Compensation design, market pricing, salary market surveying, market benchmarking
- Compensation program support experience
- Certified Compensation Professional (CCP)
- High level of technical exp. working in HRIS systems, preferably Workday, and demonstrated ability to interpret large datasets accurately
- Experience conducting workforce analytics (turnover, compression, retention risk)
- Experience with regression analysis for compensation validation
- Advanced Excel skills (pivot tables, Power Query, complex formulas, modeling)
- Experience working with data visualization tools
- Experience supporting compensation programs in a public sector or government environment
- Strong analytical skills
